I feel if you pick Meyers there's no way escaped Convicts will takeover Primm again, while if Primm Slime becomes Sheriff I think that a big enough gang of escaped Convicts could takeover the town again. Primm certainly seems like the sort of place that would benefit from a more “local sheriff” figure than a authoritative military officer with ties to the tax demanding NCR.
